
Important Updates for International Students – Genuine Student Requirement (GSR) Implementation
- The Australian Government is replacing the Genuine Temporary Entrant (GTE) requirement with the Genuine Student (GS) requirement for Student visa applications from March 23, 2024.
- Existing Student visa applications will follow the previous arrangements.
- The GS requirement aims to identify students genuinely seeking quality education in Australia without migration intentions.
- Targeted questions will replace the 300-word statement in the application form, covering various aspects of the applicant’s circumstances and study plans.
- Applicants must confirm their understanding of the GSR and their commitment to visa conditions.
- Ministerial Direction No. 69 will be replaced to reflect the GS requirement.

Changes in English Language Requirements
- The Australian Government is raising English language requirements for Student and Temporary Graduate visas.
- These changes aim to support international students for a positive educational experience and contribute to Australia’s economic growth.
- Minimum IELTS scores for Student visas and ELICOS courses will increase.
- Temporary Graduate visa requirements will also see adjustments, including a reduced test validity window.
- Passport holders from Hong Kong and British National Overseas (BNO) have separate requirements. More details will be communicated through official channels.
Section 97 of ESOS Act
- The Government will use Section 97 of the ESOS Act to issue suspension certificates to high-risk education providers.
- New legislation will support the Minister’s power under Section 97 from March 23, 2024.
- The change aims to ensure only genuine students and education providers access Australia’s international education sector.
- Providers will receive a Notice of Intention to Consider Suspension before a decision is made.
